Research On The Second High Attitude Test Cell Project Management System

The theory and methodology of project management greatly improve managers’work efficiency at root， so it receives people’s high recognition and extensiveapplication. In our country, it also can be used in construction process of great defenceproject, which would be a big promotion to our national defense.As an important part of national defence capability, great defence projects arepowerful grantee to safeguard the security of the country and provide a peacefuldevelopment environment. The projects usually are fully invested by the country andbuilt by defense industry enterprises, most of them are jobbed out in the process ofbeing built. They have the similar characteristics such as great investments,multidisciplinary design, complex constituents, high technical difficulty and longconstruction period and so on. However, the organization setting, methods ofmanagement, management level of the enterprises can’t meet the requirements of theprojects. As a result, many problems happened frequently such as exceeding budgetforecast, delay and content is out of range，in severe case the project targets can’t beachieved in their entirety on schedule.This paper lay special stress on dissecting the fundamental causes of theseproblems. Project management theory is used to the weak points arose in themanagement process of great defense projects construction. A complete and practicalscheme for great defence project management is built to review, revise and improve theproject management system and process, based on the main factors of four areas inproject management system: project integration management, project scopemanagement, human resource management and procurement management. Emphasis islaid on the owner management during the critical moment of the project.As an example, the second high attitude test cell project is used to verify themanagement system scheme by practice. It can be seen from the result that thetheoretical evidence of the scheme is correct and has wide application. It can solve theproblems efficiently which exist in the great defence projects and make sure theconstruction goals can be achieved on schedule. The scheme is worth recommending tothe similar projects as reference and can be extended to other application.
