A New Park Construction Model Of The Urban-Rural Integration Based On Symbiosis Theory:New Rural Complex Planning Theory And Practice

Urban and rural areas are two symbiotic units, which constitute two subsystems of an area symbiotic system via interaction of the various elements stream, form a complex system of social and economic geographical objective. Urban-rural Coordination is the objective requirement of a new stage of economic in China, is the solution of the "Agriculture" issues, is an effective way of building a moderately prosperous society, and is the necessary way of maintaining the health development of the national economy. In this paper, based on the Urban-rural Coordination, the methods of Urban-rural Coordination is, a new rural complex is proposed, which is a new branch of Urban-rural Coordination. It is based on the theory of urban and rural ekistics, and is the theorytical support of optimizing Urban-rural Coordination.In this paper, firstly, the new rural complex is built via theoretical research; then the feasibility is proved by the discussion of the land, capital, policy, location, and other conditions; followed by the way of construction of a new village complex is discussed; at last the planning theory and methods are proved by the analyzing of some relevant examples.The paper is divided into the following four parts.Part I:via the study of Urban-rural Coordination, the current problems and the development trends are analyzed, based on the continuous developing modern agriculture park, combined significance and expansion of the "complex", a new path is created. The definition, characteristics and implications of "new rural complex" are defined.Part II:based on land use planning, agricultural economics, finance, and other related disciplines knowledge, the land, capital, location, technology of new rural complex are discussed, and the feasibility of the new rural complex is proved. Part â…¢:the new rural complex planning model is proposed (Chapter VI). Based on the above analysis, the theories and methods of the new rural complex planning are explained, and the feasible new rural complex mode is proposed.Part â…£:according to the researches before, in ways of selection, development, positioning, function partition and project planning, infrastructure, technical and economic indicators, the planning theories and methods are applied to the two actual projects which author participated, the operability is proved.Overall, the essence of new rural complex, is to unified plan the urban and rural areas, industrial and agriculture, citizen and farmers, to unified study the urban and rural economic and social development problems and their mutual relations, to build spatial pattern, institutional mechanisms and policies which is conducive to convert the urban-rural dual structure, in order to realize the harmonious development of urban and rural areas.
