Chinese bidding activities has a latebeginning, and the relevant theoretical knowledge and practices mainly introducedfrom abroad. The development of domestic bidding can be relatively divided intothree stages, including exploratory phase, standardization stage, and gradually maturestage.Bidding is a transaction mechanism through implementing public bidding way inthe construction industry to achieve competitive and preferred purpose. Its principle isopen, fair and equitable. It try to realize the optimization of the procurement. Itstressed the fair competition is the precondition of optimization and effectivepurchasing behavior between the buyers. It has the characteristics of Competitive,scientific, preferred, comprehensive object and trading with groups.With the research object of construction project electronic bidding, this papercompare the online bidding with electronic bidding through literature research aboutconstruction project theory, and reveals the essence of the electronic bidding byresearching the relationship of electronic bidding with the electronic government andelectronic business. Secondly, based on the successful foreign and domesticexperience of the electronic bidding project, the paper put forward six kinds ofelectronic bidding developmental models. And then as the case for introducing thedesign and operation experience of T municipal electronic bidding of constructionproject, the paper make innovate discussion on the management experience of thedevelopment, design and operation stages about the electronic bidding project in aparticular area, analyzes its advantages and disadvantages, in order to provide theanalysis framework and development experience for the construction and promotionof domestic electronic bidding.
