At present, Tianjin heating is a major coal-fired fuel, which causes the energyconsumption of a large amount of low utilization efficiency. Tianjin Chentang heatand power Co., Ltd. Implements the removal project which from the central city to therelocation of the coal to gas outside the central city. This wil have a very importantrole to improve the environmental quality of the central city, and is in line with thedevelopment of the national industrial policy and building a low-carbon city inTianjin positioning requirements, satisfies the Tianjin power load demand and thepublic life of the heating needs. Therefore, making a scientific project reform ofconstruction scheme will have a improtent role in urban environmental protection andenergy conservation, and meeting the needs of people living.This paper combines the theoretical research and empirical research, based on theperspective of project management, considering the combined with the status quo andfuture development needs of Tianjin Chentang heat and power Co., Ltd., designs thecoal to gas relocation project, and analysises many aspects such as electricity, heatload, environmental and ecological protection, Which fully demonstrated thefeasibility and rationality of the research project, guides the development of themoving reconstruction project.The result shows that this project is technically feasible, the construction of theproject is very necessary. It has high thermal efficiency, better economic performance,and is in line with the national energy-saving, efficient, environmentally friendlypolicies. Contributing to central heating for the city, save energy and improve theenvironment.
