With the rapid development of subway in China, it’s more and more seriousthat the huge investment and operating loss is becoming a heavy financial burdenon local government. In this paper, the typical mode of estates property abovesubway station has been selected to be the main study object, which mainlyfocuses on innovative practice in Shenzhen, and summarizes a key problem atpresent, precisely saying, the breakeven problem, which reflecting in threeaspects: land development, economic investment and financing, and spacialfunctional layout. By combing the relationship of these three aspects, this thesisestablishes a bridge through land ownership, aiming to contact the environmentmechanism construction (the first two aspects) and the physical spaceconstruction (the third aspect). By the support of related theory, a specific routeof integration exploitation has been proposed.According to the longitudinal developmental timing, with successfulexamples such as Hong Kong and Japan, the paper establishes an integrateddevelopment framework from environmental mechanisms to physical space, onthe base of the practical experience of Shenzhen.(1)The environmentalmechanism mainly includes land development policies, economic investment andfinancing modes. This part focuses on the recent implementation strategy onintegrated exploitation, under the existing policy and legal constraints. It isrecommended to take the bundled tender and the BT mode, while proposing thesuggestions of further development, the innovation of the land transfer systemand the optimization of the economic investment and financing mode, in otherwords.(2)Through the analysis of existing land tenure and the scientificassessment of the land development potential, the integrated exploitation modecan be specificly implemented to the material space. Then according to thediscuss of the three typical spatial patterns (including underground type, aboveground type and metro depot type), this thesis does its research on thecharacteristic of Integrated development mode, space layout and functional ratio,traffic and landscaple system construction and so on. Finally, the papersummarizes the implementation and operational methods of the integratedexpoitation, such as developmental principles, key points, process, steps andintegrated management and risk control, etc..As the core of the ‘subway+property’ mode, the estates property abovesubway station palys a significant role on realizing the internalizaion of subwaypositive external benefits, the land comprehensive development, and easing the urban traffic and financial pressure. This paper presents the concept of integratedexploitation, places the development and operation of the estates property abovesubway station before the subway construction, and sets up subway leadingsystem, increases the consideration of the post-operation in the development step,with the vies of driving the larger growth from the key points, guarant eeing thesubway profitabily develop, there by, optimizing urban traffic and spitialstructure.
