In highway construction, highway interchange is an important part of a multi-layer structurewith space three-dimensional shape and function of special facilities for turning traffic. With thedevelopment of chinese economy and the increasing number of cars,Interchange has also beenactively developed. Interchange is not only vehicle access to the motorway and urban expressway portal, but also an architectural landscape. Interchange’s construction investment is high, type is very range and construction is very difficult, its design’s reasonability plays a vital role ofengineering investment. At the same time, covers an area of,the impact of transport andeconomic development of the region huge. The Zuowei town is located in the eastern Huai’an County,26kilometers away fromZhangjiakou City,165kilometers away from Beijing, nearaway from Datong. The coal industryis more developed in Huaian County, has always been the best economic conditions in thetownship, Zuowei interchange construction will promote local economic development. This paper combines Zuowei interoperability turning traffic, regional economicdevelopment situation, with route swhich other factors as location, terrainand land-use conditions, project investment. First determine the location and type of the Zuowei Interchange the buildingand proposed two kind of design scheme. Then horizontal curve by vissim simulation softwareon the ramp of the two programs, the pros and cons of the technical indicators come to these twoprograms. Re-use of the analytic hierarchy process for these two programs of technical indicators, economic indicators and environment alimpact indicators for quantitative analysis, come to theweight of each indicator to obtain their commended plan.
