With the continuous development of remote sensing technology, thecommercial operation of the remote sensing technology products and services arebecoming increasingly mature. As the first developed remote sensing satellite,earth resources satellite applications has been widely used in many areas of thedevelopment of society and economy, and has formed their own products andservices system. With the range and level of services of the earth resourcessatellite applications continue to expand and deepen, issues related with itsquality of service, especially the evaluation of the quality of service has gained awide range of attention. So far, a comprehensive and scientific indicator systemfor the evaluation of the Earth Resources Satellite Application quality of servicehas not been created.In view of this, proceeding from reality, combining the theories and methodsof former research in evaluation of quality of service with data of researchinterviews, we build a scientific, comprehensive and reasonable evaluationindicator system for evaluation of earth resources satellite applications quality ofservice and identify indicators weight. The research attaches great significance togiving a clear vision of China’s Earth Resources Satellite Application servicesystem, evaluating of the Earth Resources Satellite Application quality of serviceand improving quality of this service.The main work of this study as follows:1. An Earth Resources Satellite Application connotation as defined, theclassification of the user, the analysis of service’s characteristics of service andthe deconstruction of service system.Through research interviews, this study hasclarified the status of the Earth Resources Satellite Application Services,combined with the classic theories and methods of quality of service, and clearlydefined the content and features of the Earth Resources Satellite ApplicationServices, in accordance with the characteristics of the users. Depict the serviceprocess of the Earth Resources Satellite Application Services with Serviceblueprint, use the decomposition of process analysis and service content todetermine the architecture of the Earth Resources Satellite Application Services. 2. Establish the evaluation indicator system of service quality in EarthResources Satellite Application service and calculate the weights of everyindicator in the evaluation indicator system.With the help of the Combination oftheoretical knowledge and research interview data, this study use the Delphimethod and the focus-group interview from three angles of the process of servicedelivery, service elements and service results to build a comprehensive indicatorsystem for evaluation of the Earth Resources Satellite Application quality ofservice. Combined with the expert scoring data,using the analytic hierarchyprocess to determine the relative weights of indicators at all levels.The research of this article will provide a useful tool for correctly evaluatingthe quality of Earth Resources Satellite Application service. At the same time,some scientific theory basis for improving the quality of China’s Earth ResourcesSatellite Application Services will be extracted from this article.
