Study On The Problems And Countermeasures About Unlawful Operation Of Private Cars In Zhang Zhou City

In recent years, unlawful operation of private cars is very rampant in most of ourcities,which not only seriously disrupts the order of transportation market, but alsoendangers the transportation and even affects the social stability.Governments at alllevels and departments in charge of transportation pay much attention to crack downprivate cars unlawful operation, and consider this work as the priority task. Althoughmany departments under the government guidance take a strong stance to against it, theeffect is limited. The reason why unlawful operation is repeated prohibition is that theeffecting factors are varieties,such as economic, social and management and otherelements,so only through striking on it is difficult to solve the problem from the root.The problem of private cars unlawful operation in ZhangZhou is also troubling thegovernment of ZhangZhou and ZhangZhou transportation department. Therefore, thispaper will in accordance with one train of thought, that is raising a question, analyze thequestion and solve the problem. At the first, this paper introduces the situations ofprivate car unlawful operation in some cities in China and their attack measures.Secondly, analyze systematically the root of private car unlawful operation inZhangZhou, and the troubles in attaching this unlawful operation by administrationdepartment. On this basis, according to the characteristics of the illegal operation inZhangZhou, this paper puts forward a blue print to solve this issue, that is using newmeans of transport of car passenger transportation, and have a serious demonstration tothe feasibility of car passenger transportation. This paper considers that it is totallyfeasible to develop car passenger transportation in ZhangZhou. Finally, this paper has adiscussion to industry management of car passenger transportation, mainly includingpassenger car market access management, the vehicle management, operationmanagement, employee management, investigate and treat to illegal car passengertransportation, the organization form of car passenger transportation, the business’soperation management, etc.
