Study On The Community Mechanisms Of Rural Ecological Environment Protection

Every step of the development of human society is accompanied by comprehensive environmental issues that involve all aspects of society. At present, China’s rural areas are facing severe ecological environmental problems and serious pollution which draw tremendous attentions from all sectors of the community.Firstly, this study analyzes the failure of traditional market mechanisms and government intervention in the curb of environmental pollution, and the feasibility of Community Mechanism.1. The failure of traditional market mechanisms and government intervention in the curb of environmental pollution is analyzed.2. Through a brief review of the Chinese scholars’theories of environmental protection in recent years, this study indicates that the "Tragedy of the Commons", the "Prisoner’s Dilemma" and the "Dilemma of Collective Action" in the process of the rural environmental protection can be overcome in certain situations.3. According to an in-deep analysis for the characteristics of the ecological environment pollution, remarkable advantages lying in the Community Mechanism are found out. In theory, community participation in environmental protection, on one hand, can save considerable transaction costs due to its information advantage; on the other hand, the community involvement, between the government and individuals, is not only a coordination between the government and the individuals but also an important way to overcome the failures of the government and the market in this process so as to fully mobilize all positive factors to manage and protect the rural environment resources.Secondly, Community Mechanism is adopted in the research of the Dehua county. 1. This study analyzes the problems existing in the current community mechanisms of rural ecological environment protection, including the low participation attitude and the weak enthusiasm of the rural community residents, its limited role in this field waiting to be further developed, community organization led by a genius instead of broad participation, and the imperfect community mechanisms in the process of environment protection.2. An AHP analysis of the various factors that affect community mechanisms sorted by their weights shows that the environmental attitudes of community residents, their income levels and the government’s support and guidance are the main factors affecting the environmental behavior of community residents.3Community Mechanism in the heart of the rural ecological environment protection in China is playing an increasingly important role, it will become the important force in the rural ecological environment protection in China. Therefore, to further develop the role of community mechanisms in rural ecological environment, it need to convert the genius model into the public participation model, and improve the safeguard mechanisms of the community, strengthen the publicity and education of environmental protection among the community residents.
