Water Ecological Civilization System Of Jinan

Economic construction, political construction, cultural construction, social development and ecological civilization "five in one" overall layout is proposed in the party’s18th congress. The ecological civilization is improved to unprecedented heights; water ecological civilization is an important component and the basis for the protection of ecological civilization. Jinan is the world famous "Spring City" and it is the national historical and cultural city, water is an important carrier of its unique natural landscape and rich history and culture. To accelerate the construction of water ecological civilization, and to promote economic and social development and water resources, water environment carrying capacity in harmony, by the end of2012, the nation’s Ministry of Water Resources assigned Jinan as the first city to carry out water ecological civilization construction.In recent years, water ecological construction in Jinan City has achieved some success, but there are still many problems. First, the pressure of water shortage and rural and urban flood is still large; the contradiction of water supply and spring protection exists. Second, the health and harmony index of natural and artificial of regional water ecosystems need urgently to be improved. Third, there are still some gaps to achieve the most stringent water management system requirements, such as institutional system is not perfect, management infrastructure is imperfect. Fourth, the water intensive extent of the whole society and the water usage efficiency level in various industries remain to be further improved. Five, the regional modern water culture system with diversified characteristics is not yet formed.Currently, the water ecological construction in Jinan requires to highlight ecological functions and features of different districts, to optimize the ecological functional area space layout. The overall framework of this thesis includes the construction of four systems, namely strict water management system, healthy and beautiful water ecosystem, safe and intensive water system, water culture system with advanced features. Around the overall objectives, i.e.’rising springs, clearing lakes, smoothing rivers, cleaning water, and beautify landscape’, the implementation of river connectivity, river integrated restoration, interception pollution, water landscape construction and other key projects should be accelerated, in order to comprehensively promote water management, water ecology, water usage, the four systems of water culture.Combining the actual situation of water ecological civilization construction of Jinan, according to the basic idea " construction of four major ecological regions, build of four major water conservancy systems, upgrading of four civilizations", eight aspects of safeguards are proposed, such as, strengthening organizational leadership, implementation of financial security, a clear division of responsibilities, acceleration the construction of laws, assessment reward system, ecological compensation mechanism, strengthen supports of scientific and technological, creation of good social atmosphere.Through the construction of water ecological civilization, water issues in Jinan will be effectively solved, such as the water shortage, water pollution, and ecological degradation. The objectives of conservation and efficient use of water resources, reliability of water projects safety, good quality of water environment, health of water ecosystem, water landscape beautiful, distinctive water culture, advanced water management can be achieved. The overall urban water environment can be improved and enhanced, and the harmonious sustainable development between human and water can be achieved.
