Study On Paid Use And Trading Of Emission Permits In Hohhot

At present, the total emission control in Hohhot is mainly carried on through some administrative managements, such as the total amount confirmation and reduction of major pollutants and so on, which lacks flexibility and initiative. The system of emission permits paid use and trading focuses on reducing pollution through market-based means, which could improve the environment quality, economic structural adjustment and development mode transformation. And it would be instructive and meaningful to optimize the system of total control. Therefore, study on paid use and trading of emission permits in Hohhot is very important.This paper firstly outlines current situation of emission permits paid use and trading both in China and abroad. Then based on the environment quality, we discuss the necessity and feasibility to implement emission permits paid use and trading in Hohhot. And its work thinking and basic framework are also put forward through environment statistics and related data analysis.
