Study On The Management Mechanism Of River Basin Cooperative Governance And Emission Permits

The rapid economic development since the reform and opening up has brought huge pressure on the environment. The pollution accidents happened these years have severe impact on people’s normal life. Therefore, environment protection has become one of the focuses of our government. By drawing the successful lessons abroad and summarizing the deficiencies of our experiences in watershed treatment, it is found that the lack of integration and the simple and crude water management manners lead to the inefficiency of watershed improvement, and the paper develops two manners to solve these issues.First, with consideration of individual benefits of the watershed, this paper applies cooperative game theory to the watershed treatment problems. The application aims at minimizing the total watershed treatment costs. Then with a fair and reasonable cost allocation method, an more effective watershed improvement cooperation could be established.Second, started with the basic theory of emission trading, the author elaborates the concept, the theoretical basis and principle of emission trading. By comparing with government direct regulation and environmental taxing, the author points out the advantages and disadvantage of the scheme.Finally, the author develops an emission trading scheme according to the status quo of our environmental management.
