How to use energy efficiently, to integrate various resources scientifically, to improve technology reasonably is one of the important topics of Chinese current economy. This paper bases on the potential rules of Chinese economy, combines with vacancies of the theory on energy technological efficiency change in existing literatures, considers about undesirable output in the environment. Using output distance function, this paper decomposes energy technological efficiency into exogenous technological efficiency and energy prices-induced technological efficiency, and also examines the influencing factors. It attempts to explore the transmission mechanism of energy technological efficiency in China.The paper uses30provinces’panel data since1997to2011to measure changes of exogenous technological efficiency and the regional energy prices induced technological efficiency. We find that the fluctuation of energy technological efficiency in China has obvious temporal characteristics, and the exogenous technological efficiency is related with the fluctuation of factors. According to the strength of mobility, it can be divided into three periods:the negative growth stage of1997-1999, the zero growth stage of2000-2002and the positive growth stage of2003-2010. The fluctuation of the energy price-induced technical efficiency and energy price is overall in the same direction. And in according to the fluctuations it can be divided into two periods:the slight fluctuation period of1997-2006and the sharp fluctuation period of2007-2010.Then, we use factors affecting the energy technological efficiency to study the internal mechanism. As far as exogenous technological efficiency, we find that FDI and RD investment have no significant effect on the exogenous technological efficiency. They are spontaneous to some extent. The increasing number of RD employee speeds up the pace of technical development. The technical progress originated from economic growth will occupy some exogenous technological efficiency. The capital will improve the external environment to promote the improvement of technical level. The sulfur dioxide emission constraints contribute to enhance the level of technology in the region of the extensive growth. The carbon dioxide emission constraints have significantly negative correlation. As far as the energy price-induced technological efficiency, we find that part of the FDI will be diverted to the field of energy, and promote the technology level. The RD input and capital input have occupying effect. The number of RD employee, the growth scale of the economy, the sulfur dioxide emission constraints have positive effect on technology progress. The energy consumption and carbon dioxide emissions constraints have no significant effect on it. Through the comparison of eastern, middle and western situation, this paper also found that the fluctuation of energy technological efficiency has certain regional differences because of the differences in economic development level and technical level.Finally, with the energy crisis and environmental constraints, we use the conclusions of empirical analysis to propose a reasonable guide of how to factor mobility, how to promote regional technological innovation effectively, how to improve regional energy efficiency levels effectively, and how to actively promote environmental friendly economic growth to make useful reference point for policy.
