| In the comparative of environmental pollution levels of china’s provinces,we should not focus on the overall level of pollution,but also should consider the Eco-efficiency of environmental pollution,in the context of the increasing serious environmental problems in china,how to get a more accurate acknowledgment of China’s economic development quality,and a more precise understanding of Eco-efficiency,a measurement of each province Eco-efficiency has been done in a completely new perspective,and thoroughly analyzed in this paper.Firstly,based on the factor input,desirable output and undesirable output of agriculture and industry of each province in China,the shadow prices of pollution of china’ s 31 provinces from year 2011 to 2013 were figured out by applying the dual relationship of quadratic form directional distance function and profit function.Secondly,taking the advantage of the shadow prices,in combination with the Eco-efficiency formula proposed by WBCSD,the environmental load,Eco-efficiency were studied and the concept of illusion of Eco-efficiency is proposed against the defects in calculating.Results show that:nationwide provincial Eco-efficiency value shows a trend of growth;Eco-efficiency appears a trend of decline from east area to west area of China;but all Eco-efficiency of northeastern provinces are generally lower than the southwestern provinces and the gap has a tendency to expand.There is Eco-efficiency illusion in several provinces.But with the emergence of the "new normal " economy,the number is increasing.Thirdly,judged when combining rising Eco-efficiency and decreasing Eco-efficiency error,Half of the provinces ’environmental qualities have not really improved.Finally,the influential factor of Eco-efficiency is considered.In the whole,there is a positive relation between industrial structure,average income per person,outward trade level and Eco-efficiency,while a negative relation between government regulation and Eco-efficiency.But different provinces show a great difference among the influence of government regulation,industrial structure and the outward trade level.Government regulation has promoted the Eco-efficiency in east and middle areas,and it works better for east than middle,but there is a negative effect in west area.Industrial structure has a positive effect to Eco-efficiency in middle area and west area,and better for west than middle area,but there is a negative effect in east area.Outward trade level has a negative effect to the Eco-efficiency in east and middle area,and worse for east than middle area,but there is a positive effect to west area.The influencing factors of environmental efficiency illusion show that:reducing environmental impact and improving environmental concern are the effective ways to reduce environmental efficiency illusion.Lastly,Considering the shortcomings of Eco-efficiency in measuring the quality of economic development and the quality of environmental improvement,The main reason for the differences between the subjective feelings and the objective measurements of Eco-efficiency are the failure of government,enterprises and the public in environmental regulations.and a further analysis of its theoretical impact path. |
