According to different characteristics of regional development in our country, the pollution emission reduction work, determine the reasonable share of pollutant emission, pollution reduction and economic development to achieve coordination has become an important subject to the research field.In this paper, make the planning of the development priority zones as the point of view, the industrial COD discharge, for example, to study the total amount allocation of pollutants emission in cities of Zhejiang province. First of all, introduce the natural geographical environment, regional economic development pattern and industrial COD discharge status quo of Zhejiang province, in order to have a comprehensive understanding of regional environment and economic development in Zhejiang province. Secondly, set up factor analysis model, establish effective development area index and establish the evaluation index system including resource environmental capacity, economic development present situation, the pollution status and transformation ability and the potential pollution to study the industrial COD reduction potential of the cities of Zhejiang province. Finally, through positive relationship between the reduction potential and emission reductions, research the question of total amount allocation of industrial COD reduction in cities of Zhejiang province. And discuss the layout of the regional industrial economy in Zhejiang province under the industrial COD distribution system. General idea is that developed areas to adjust the industrial structure by upgrading the industry and transferring the low level industry, then actively promote the pollutantion reduction work; underdeveloped areas expand industrial scale and promote industrial strength by undertaking the transfer industry, even can be appropriately increased emissions targets under the conditions.The results of the study showed something. First, it is disharmony between the regional environment and economic development in the cities of Zhejiang province. Second, join "can effectively develop area" index based on the ecological function regionalization can of make the evaluation index system more accurately reflect the municipal industrial COD reduction potential, and get the allocated share of the municipal industrial COD reduction amount in cities that conform to the current situation of the development. Third, inorder to realize the adjustment of the industrial pollutants emission share, make corresponding adjustment of regional industrial economy of Zhejiang province is necessary, and eventually to achieve the coordinated development of the province.
