In order to solve the problem of environmental damage caused by too much greenhouse gases, many countries start to work together all over the world. In1997, the Kyoto Protocol, as part of the "United Nations Framework Convention on Climate Change", was enacted. The Protocol identifies the "three Kyoto mechanisms", they are "emissions trading,""Joint Implementation" and "Clean Development Mechanism". From then on, the carbon emissions trading system was formally established. So far, the most developed carbon emissions trading system is the EU carbon emissions trading system in the world. It was established for a long time, and included a lot of member states. After many years of development, EU carbon emissions trading market experienced both the lowest times and the era of prosperity.As the basic industry of the national economy, the power industry is obviously very important. Because the power industry over depends on coal in China, the structure of energy resource is single, and the carbon emission rate is very high every year. As a developing country, China will join in the international emission reduction system sooner or later. So the carbon emissions of the power industry should be put on the agenda as quickly as possible.The second chapter in the form of a literature review summarizes the core of the EU carbon emissions trading and the EU ETS development process, having a detailed research on the impact of the EU carbon trading scheme to the power industry or technological innovation, focusing on analysis of the carbon costs pass through to electricity prices; Chapter three describes the current situation and problems of China’s carbon emissions trading system by the method of comparative analysis; Chapter four analyzes the development of China’s power industry and the pricing mechanism, in order to illustrate the relationship between electricity and carbon emissions more intuitively, we analysis the necessity and feasibility of introducing carbon emissions trading scheme to power sector; chapter fifth analyzes if the introduce of carbon trading mechanism to electricity industry is feasible in SWOT and which policy routing should we chose; the last chapter is the summary and outlook.In this paper, we use a comparative method and other ways to discuss how can we establish the carbon trading system in power industry; and provide some new methods and ideas for this topic.
