China with the largest population working on cultivated land in the world is challenged by water scarcity. Especially in the northern region of the country, the contradiction between less annual participation and huge water consumption by various sectors appears more serious by contrast with south China. These years have witnessed that water shortage has become an unavoidable challenge for national agriculture development. Therefore, it is necessary for government to invest heavy building irrigating facilitation for sustainable agricultural development. However, the issues of land acquisition from local farmers will be unavoidably covered, which may lead to social risk if not reasonably studied.In this study, we select the water control project of Chaole downstream in Inner Mongolia (Chaole project) as an example to analyze its environmental impact during construction and operation, especially when the issue of land acquisition is covered. The Chaole project will sprawl gradually covering410,200ha, constituting82,500ha of paddy filed and327,700ha irrigable land. The project has significantly improved the regional crop productivity making the region become an famous agricultural base for organic rice and corn production. Simultaneously, the water control project plays an important role in regional water resource regulation and allocation, implying that the richness, peace and unite of local people is strengthened.In order to develop the Chaole project, the land acquisition must be conducted with69,800population and593,500ha farmland involved. After project establishment, the total area of land acquisition would add up to7,339ha with per capita8.4ha that is less than0.1ha comparing to present condition, leading to a slight influence rate of1.17%.The project will benefit the local people. When the project operate normally, the projection for rice productivity per ha will reach up to650kilogram (kg). According to the trend of regional population development, the annual amount of foodstuff per capita will rise up to4,932kg, which increases by2,390kg with respect to present production ability.Cost-effective results will be achieved benefiting from the Chaole project. According to the primary evaluation, the annual per capita income of farmer will rise from4,451RMB (Chinese money, Y) to8,190Y, increasing by3,739Y,which will contribute greatly to improve the living standard of local people. From prospective analysis in this study, we indicate that the key water control projection of Chaole has great benefits for both the development of agriculture and regional water resource allocation and regulation.
