Sea Area Pollution Prevention Management Research In China

Chinese economy has been developed rapidly since reform and opening up for30years. China’s rapid economic development is often at the expense of the environment, which is a bold type economic development mode. This kind of economic development mode which is at the expense of the environment will give us painful lessons. Especially the Marine environment of China’s coastal waters is suffering more and more serious pollution, which seriously impact marine ecosystems and human health. After the18th National Congress of the Communist Party of China, the marine strategic position has been gradually improved. China needs to gradually adjust the marine environmental management system and establish a systematic set of sea area pollution prevention management pattern to adapt to the current China’s marine environment protection.According to our country’s actual national conditions, combining the success experience of marine environmental protection, deficiency, and the related theoretical basis, the research on Marine environment characteristics affecting all kinds of pollutants mechanism and law, the interaction of Marine engineering and Marine environment, relevant countermeasures and methods for prevention and control of Marine pollution, etc., has positive significance to the Marine environment for regional management, standardization, routinization, as well as marine environmental protection and Marine resources sustainable development.First of all, this paper introduces the ocean sea area pollution prevention and control of regional pollution, marine pollution management pattern, the comprehensive marine management and relevant theoretical basis。In this paper, the author sums up the main ways and features in the division of Marine areas, the main patterns of prevention and control of marine pollution commonly used in the world, and comprehensive properties, and so on. It also refers to the necessity of regional pollution prevention by using of public administration theory of public management theory and marine resources management for marine environment.Secondly, this paper introduces the current situation and problems of the sea area pollution prevention management mode in our country. It analyzes management mode evolution and status mainly from the management system, legislation and law enforcement aspects. It also analyzes the characteristics and essence of marine pollution. And in this paper it also finds out the main problems and deficiency in the sea area pollution prevention in China.Thirdly, this paper analyzes Bohai sea area pollution prevention system in our country combined with the Bohai sea area pollution prevention and control of management practice from the target management, control means and mechanism construction aspects and so on.Fourthly, through the transverse comparison the marine environment management mode in advanced foreign developed countries, this paper finds out the successful construction experience of the developed countries in the sea area pollution prevention. We can gain enlightenment from their advanced experience on prevention and control of marine pollution for our country.Finally, according to the deficiency of the sea area pollution prevention management mode, this paper analyzes the reasons and finds out the root cause, absorbs foreign advanced management ideas and experience. This paper puts forward the future development direction of management mode in sea area pollution prevention in China:strengthen the protection of marine environment legislation, improve the system of administrative examination, strengthen regional pollution monitoring and information exchange, strengthen the public participation, and perfect the market incentives and so on.Generally speaking, this paper is written according to the following three steps:asking questions, analyzing questions and solving problems. This paper uses literature analysis, empirical analysis, comparative analysis and other methods to find the main problems of China’s sea area pollution prevention and solution. The purpose is to build a harmonious, ecological, and sustainable ocean.
