With the rapid development of economic, the large increase ofcarbon emissions has become a major problem in the process of Chineseeconomic development. Because of the encouragement of the westerndevelopment strategy, the five northwestern provinces (Shanxi, Gansu,Ningxia, Qinghai, Xinjiang) get rapid economic development in recentyears, but in the same time, the rapid economic development has causedthe serious carbon emissions. Therefore, this paper analyzed currentsituation of Northwest Territories based on the research experience of athome and abroad, then made an empirical analysis on the relationshipbetween economic development and carbon emissions of the NorthwestTerritories, at last the paper gave some policy recommendations which issuitable for carbon reduction of the Northwest Territories.The first part in this paper introduced the research background andsignificance of the problem, then summarized the research methods andresearch idea of this paper on the basis of previous academic studies onrelevant literature of the sort. The second part introduced the theory abouteconomic development and carbon emissions, including the definition ofeconomic development, the scope and methods of estimating carbonemissions; this paper used economic growth, urbanization and industrialstructure to reflect the level of economic development. This articlepointed out most of carbon emissions mianly produced by energy consumption of the northwest region, so in this paper we used the amountof primary energy consumption and carbon emissions after thecorresponding coefficients derived by multiplying the sum to estimate thecarbon emissions. The third part of the paper by using the descriptivestatistics to analyzed economic development and carbon emissions andenergy consumption of every province in the northwest. The fourth part isempirical analysis, using panel data to build carbon emissions andeconomic growth, industrial structure, urbanization model, by theHausman test to examine the random effects of the model, then used the Ftest to determine the form of the model variables; finally select variablecoefficient panel data regression model to estimate the relationshipbetween the provinces derived carbon emissions and economicdevelopment based on the test results.Finally, according to the results of descriptive statistics andempirical analysis and combined with the actual situation in the northwestregion, gave the corresponding policy recommendations. According toour study, we found that the economic development of shanxi province isthe best in the five provinces, its economic growth is the fastest; thesecond industry is the primary industry in the northwest industrialdevelopment and it will dominate the industry in a long time. By theempirical analysis we found that economic growth, industry structure andthe level of urbanization will influence carbon emissions in varying degrees, for Shanxi Province, the industrial structure will give the greatimpact on the carbon emissions, and the level of urbanization in GansuProvince and Xinjiang Uygur Autonomous Region is the greater impactof carbon emissions. The industrial structure and urbanization level makea great affect on the carbon emissions for Ningxia. The economic growthof Qinghai Province is a major factor to the growth of carbon emissions.
