The water pollution problem of Yitong River is very prominent caused by industrial wastewater, sewage and rural farming sewage. Jilin province published the "12th five-year Plan outline in March2011, regarded thoroughly governing and improving the Yitong River environmental quality in Changchun, basically eradicate the V kind of water quality before2015, and strived for a few years to accomplish the environmental transformation. To achieve the goal planning requirements, in this thesis, using optimized one-dimensional water quality model of planning19Yitong River governance programs, proposed to give priority to the implementation of programs to ensure the smooth realization of the "12th Five-Year" during the Yitong River Basin environmental protection goals.The main contents of this thesis are listed as follows:(1) In order to realize the quality of Yitong River, this article investigated the environmental quality of the Yitong Basin water during the period of "11th five-year"(2006-2010) and water quality is monitored in2011. Evaluation results showed that COD and NH3-N in the Yitong River are out of the limits the quality required. The Yitong River water quality belonged to V class, and already cannot satisfied the corresponding water function requirements.(2) Input response relationship of the chemical pollutant enter into the river and the chemical pollutant concentration of the river are founded by the one-dimensional calculation model. This article optimized the "12th five-year" planning project, select11implementation plans out of19plans. After the implementation of the11planning program, COD concentration of kaoshan Bridge control section is30.5mg/L, COD concentration is7.07mg/L. This can meet the "12th five-year" planning objectives. The remaining eight planning program implemented in the case of plenty of capital to the conditions allow, the Yitong River water quality could be further improved.This study could provide the theoretical basis for the Yitong River Basin environmental protection in the period of "12th five-year".
