| The report of the 19th National Congress of the Communist Party of China pointed out that the construction of ecological civilization is the millennium plan for the sustainable development of the Chinese nation,and“the conviction that lucid waters and lush mountains are invaluable assets”must be established and practiced.In 2015,the"opinions on accelerating the construction of ecological civilization"issued by the CPC Central Committee and the State Council required"to study and establish the ecological water quantity guarantee mechanism of rivers and lakes".General secretary Xi Jinping proposed in 2018 the National Conference on ecological and environmental protection"to return to the ordinary people the water green bank and the fish shallow bottom"scene.One of the ways to achieve this goal is to protect the ecological water demand of rivers and lakes and promote the natural restoration of rivers and lakes.The water pollution of Dongliao River,Yitong River and Yinma River Basin in Jilin Province is serious.The water resources are developed and utilized at a high level.The ecological water demand has been occupied for a long time,which cannot be guaranteed.In this paper,combined with the change of water resources management concept of water conservancy department,the ecological water demand of Dongliao River,Yitong River and Yinma River Basin is studied,and the relevant ecological water demand guarantee measures are put forward.The research on water resources environment and ecological water demand provides the basis for ecological water demand guarantee in Jilin Province,which has practical application value.The main research results are as follows:1.The proportion of ecological environment water consumption in the current year in the basin of Dongliao River,Yitong River and Yinma Riveris relatively small.The main reason for the lack of water resources is the contradiction between the regional water resources and the economic development orientation,and the nature is caused by the lack of water resources.However,because of the low level of water saving in regional agriculture and industry,the urban and agricultural development plundered the river ecological base flow,which is the main reason why the regional ecological water demand cannot be met,which leads to the deterioration of ecological environment.2.The improved Tennant method is used to calculate the basic ecological water demand of each river section,and the water demand of aquatic organisms and self purification of river water are comprehensively considered to determine the ecological water demand of the above basins.Through comparative analysis,the target ecological water demand of Dongliao river basin is 30983.9×10~4m3,and the basic ecological water demand is 7788.1×10~4m3;the target ecological water demand of Yinma River Basin is 46573.9×10~4m3,and the basic ecological water demand is9642.3×10~4m3;the target ecological water demand of Yitong River Basin is 23394.9×10~4m3,and the basic ecological water demand is 3982.3×10~4m3.According to the main tasks of ecological flow guarantee and the characteristics of northern rivers,the recommended ecological flow guarantee scheme is proposed.3.The main control water conservancy projects of Dongliao River,Yitong River and Yinma River Basin are Erlongshan Reservoir,Shitoukoumen reservoir and Xinlicheng Reservoir respectively.By adjusting the water supply task of the reservoirs,90%guarantee rate of ecological base flow can be achieved.After the middle part of the project is supplied with water from pine trees,the recommended ecological flow guarantee scheme can be realized,and the guarantee degree reaches90%.4.Erlongshan Reservoir and Wangben section in the East Liaohe River Basin are the key monitoring sections for ecological base flow monitoring(Wangben section is the control section and Assessment Section),and Yangmu reservoir and other five sections are taken as the monitoring sections.Shitoukoumen reservoir and Dehui section are the key monitoring sections for ecological base flow monitoring in Yinma River Basin(among which Dehui section is Baokou section and Assessment Section),Yantongshan reservoir and other three sections are taken as both monitoring sections.Xinlicheng Reservoir and Nong’an section are determined as the key monitoring sections of ecological base flow monitoring in Yitong River Basin(among which Nongan section is the control section and Assessment Section),and Yitong station and other four sections are taken as the monitoring sections.The content of section monitoring and early warning mechanism are put forward to guarantee the ecological water demand of the basin... |
