With the acceleration of urbanization process and the improvement of living standards, the amount of urban life garbage is growing rapidly. According to the statistics:Since reform and opening-up, the annual increaing rate of Life garbage tops to8.98percent, big cities like Beijing, Shanghai’s the rate even reaching15%-20%, which means annual550-600kilograms life garbage output per capita. Rapid growing garbage not only affects the urban amenity, lowers the quality of life, but also causes serious pollution on natural environment and ecological environment. However, in urban living garbage disposal management model, the government plays multiple roles:anchor investor, main builder and main operator of the project. In this traditional development mode, the funds of garbage disposal mainly rely on government funding leading to the emergence of problems as follows:single investment subject, narrow financing channel, capital supply and demand conflicts intensified. In addition, the government take the set of investment, construction, operation, management and supervision of the project, almost including the whole life garbage disposal project, this "government running system" can’t form an effective mechanism of competition, resulting in inefficient operation of the facility, which restricts the life garbage treatment industry’s development. Meanwhile, with the rapid development of economic development, domestic private enterprises rise rapidly, and their fund demands less risky and more stable revenue social capital to invest in these projects.In this context, driven by the needs of both side, BOT projects as a new development model is gradually introduced into China. In recent years, China has gradually applied BOT model to urban living garbage disposal industry, and made great achievements, such as ChongQing TongXing Waste to Engery Co.Ltd, TianJin ShuangGang Waste to Engery Co.Ltd, ShenZhen PingHu Waste to Engery Co.Ltd, etc. As a new project development model, BOT model compensate for problems like:broaden the financing channels, close the funding gap, and introduce social capital into the project. BOT model can reconstruct the pattern of benign competition, and also can improve the efficiency of urban living garbage disposal projects. However, there are still some problems need to solve for effectively applied in China, including:perfect the relevant BOT model’s legislation, enforce the charging system, etc. Despite the problems above, the application of BOT model in urban living garbage disposal projects, can not only solve these problems, but also strengthen Urban environment governance, eventually improving living standards of residents in cities.Firstly, this paper introduces the theory of BOT and related concepts of urban living garbage disposal with the method of combining theoretical research and case study. Secondly, the current situation of the urban living garbagedisposal in China is briefly introduced and analyze the existing problems as so far.On this basis, BOT model applied to of urban living garbage disposal field is necessary by using the theory of circular economy and feasible from the five aspects.In conclusion BOT mode applied to urban living garbage treatment in China is ripe. Thirdly, through case analysis,it sums up the successes and failures of the case and draws inspiration. In addition, for some issues of Chongqing Tongxing Waste to Energy Co. Ltd., like poor Economic benefit, etc. I propose reform to the existing garbage treatment fee system, and give some suggestions on establishing more perfect urban living garbage treatment fee system. Finally, in order to promote the application of BOT model on urban living garbage treatment industry, this paper gives some suggestions based on legal policy, garbage collection, the existing garbage management system, government regulation, public education and other aspects. |
