Conformity Study On Inshore Marine Environment Quality In Shenzhen And Marine Functional Zoning

The paper, based on the monitoring data of offshore waters in Shenzhen during2010~2012, with the quality assessment methods such as single-factor and comprehensive assessment to evaluate the offshore marine environment quality in Shenzhen based on which the environment quality of each main marine functional zone in Shenzhen is analyzed, so as to confirm whether it meets the functional zoning standards, that is to say, discussing their conformity. In consideration that such research is currently in the initial stage in Shenzhen sea waters, adjustment and improvement of Shenzhen Municipal marine function planning on the study basis can play an active role in Shenzhen’s sequent ocean environment protection, development and construction.The paper briefly summarizes the marine environment monitoring system of Shenzhen, defines the methods and standards for assessing the marine environment quality, and performs the overall assessment on the offshore waters environment quality by the sea area and monitored index. The assessments results show that: during2010-2012, the offshore marine environment quality in Shenzhen is of the average as a whole and the sea area water quality is poorer with the quality of over half of the waters equal to or lower than the national class4marine water quality standards; the sediment quality is of the average as a whole, and most of the monitored waters meets the national class2marine sediment quality standards. In addition, from2010to2012, the marine environment quality in Shenzhen presents the situations of good quality in the east and poor quality in the west. The polluted sea areas are mainly grouped in Zhujiang estuary and Shenzhen Bay waters. Among all the monitored indices, only a minority of indices such as inorganic phosphorus, petroleum, reactive phosphate and fecal coliform are not up to the environment quality standards in functional zones.The paper, combining with the marine functional zoning in Shenzhen, selects the five main sea area functional zones such as Shenzhen port shipping zone, sea water culture and enhancement zone, tourism zone, marine protection zone and reclamation zone to elaborately analyze the conformity between the offshore marine environment quality and its marine functional zoning and summarize and analyze the causes for nonconformity with the zoning in partial areas. The analysis results show that:the offshore marine environment quality conforms to the marine functional zoning standards as a whole, and all the above functional zones conforms to the marine environment quality standards except the marine protection functional zone.Based on current assessment of offshore environment quality in recent years, it analyzes reasons why environment quality of some sea areas cannot conform to marine function planning, integrates the latest function planning standards and requirements, makes pertinent policy suggestions such as adjusting ocean function planning and strengthening land-based pollution control and ecological restoration of sea areas etc., and makes planning achievements.
