| Chemical Industry Park has made a significant contribution to the national economics;meanwhile, its security issues and risks are widely concerned. In recent years, more and moresecurity risks issues about the Chemical Industry Park have gotten the academia and parkmanagers’ attention. However, for the lack of scientific safety planning, access conditions fordifferent enterprises, security management weaknesses and inadequate to make emergencyrescue, which makes the Chemical Industry Park suffered with a big security risk. Thereforerestricts the development of the park and the local economic.This paper focuses on the security risks in the Huizhou Daya Bay PetrochemicalIndustrial Park (referred to as "Sinopec Park"). It gives an overview and analysis of thesecurity risks in Sinopec Park. By contrast with the chemical park advanced management athome and abroad, and combined with the recent security-related documentation requirementsabout the development of the park, it proposed some risk control measures about SinopecPark. The main research work as follow:1. Based the investigation of enterprises in the petrochemical park, combined with thesecurity status of the Sinopec Park in recent years, classified the hazardous substances inSinopec Park to get the major risk factors, and then make the use of hazard classificationcriteria for dangerous source of Sinopec Park to identify the grades, and identify maindangerous sources and areas.2. Application the regional risk overlay analysis method, choice the Phast Risk6.7software to calculate individual risk in the Sinopec Park and social risk of Sinopec Park.3. Based on national experts and scholars’ definition and calculation methods on thepetrochemical park security capacity, combined with the petrochemical park actual situation,through the analysis of the capacity of the park and the park transportation safety riskrelationship, used a simplified risk calculation method to calculate the transportation risk inthe park, then gets the Sinopec Park maximum safe capacity.4. On the basis of the petrochemical park security risks and security capacity analysis, drawing on the advanced chemical parks management experience, compared with the parkmanagement documentation requirements, then analyzed problems in the Sinopec Park on:park layout, enterprises access, safety management and emergency management, and thenproposed control strategies.5.Combined with the actual development of the Petrochemical Industrial Park, proposedcontrol strategies: rational division of petrochemical park security functional areas; developand implement strict admission enterprise security access system; establish "dutiesintegration" of the campus security department as soon as possible; rational planning andconstruction of onshore and offshore firehouse, strengthening emergency stockpiles andfire-fighting equipment with integrated emergency resources, construction, petrochemicalpark fire control network integration projects. |
