Methods And Case In The Risk Identification Of Petrochemical Industrial Park Regional Environmental Risk Post-assessment

Regional environmental risk post-assessment belongs to the environmental risk assessment field, and it is a new field of environmental risk assessment which has the shortest development time, the most immature theory, the minimum operability and the most difficult application. It can verify the environmental risk prediction results of built projects, evaluate actual risk during the operation of the project , predict the future environmental risks for a certain period of time ,and provide reference for environmental management and environmental protection measures taken.Risk identification was the primary tasks and basic work of risk assessment, it can provide data and other basic information for risk prediction. Accuracy of its analysis was directly related to the quality of risk assessment, and then the effectiveness and pertinence of the risk prevention and emergency measures, eventually the property of our nation and people's lives and safety. It can offer basic information to the sources analysis and prediction of loss which followed the risk.With the rapid development of the petrochemical industry, there were a number of large-scale petrochemical industrial park appeared in China. Because the petrochemical industry is a high risk industry, most raw materials, intermediate products and final products, along with product storage and transportation of the petrochemical production process have the characteristic of toxic, hazardous, flammable and explosive. The large number of these substances can easily create potential risk sources, bring about many air pollution accidents such as fires, explosions, leaks and intoxications, poisoning personnel, contaminating environment and damaging ecosystem.In this paper, by combining with the characteristics of petrochemical industrial park, build regional environmental risk identification framework of existing petrochemical industrial park, which included the principles, contents, methods and procedures of risk identification, build a regional integrated environmental risk identification index system. Combined with Lanzhou Petrochemical Company, an example of regional environmental risk identification had been provided.Regional environment risk identification system in this paper could provide reference for research and practice in regional environmental risk post-assessment of existing petrochemical industrial park, and provide basic information for regional environmental risk management.
