Research On Countermeasure Of Government-led Water Environment Comprehensive Treatment In Wuhan

The world is faced with the problem of water environment. How to deal withharmonious coexistence of the water environment and the economic development, it is abig test for China in social economic transition. Realizing the effective governance ofthe water environment is an important guarantee to reinforce the protection of waterresources, to speed up the construction of ecological civilization, and achievesustainable development.Wuhan, as the center of the cities in central China, plays an important role in theregional economic and social development and implementation of the strategy of rise ofcentral China. The city has rich water resources, which is also faced with thecontradiction of economic development and water environment in the process of rapideconomic development of urbanization and industrialization. There exist problems, suchas imperfection of the legal system, unclearness of the governance body, the single ofthe governance body and lack of public participation during urban water environmentgovernance. The paper referring to the experience of other countries, has put forward toadhere to government-led, give full play to market mechanism and social forcesinvolved in comprehensive treatment. From the respects of improving policysystem,strengthening the system construction, accelerate reform of the watersystem,introducing the market mechanism, and strengthen public participation andso on, we promote the harmonious development of city water and people,coordinatethe development economic social development and resources and environment.This article is mainly composed of six parts:The first part introduces the research background, significance and research status.The second part introduces the concepts defined in the water environment.Governance and the theories including the theory of public management, environmentaleconomy, sustainable development and ecological civilization.The third part introduces the situation and problems of Wuhan water environment,including the status and treatment of water resources, and the existing problems ofwater environment in Wuhan City.The fourth part introduces the idea of three water environment governance. Firstintroducing three modes of t water environmental governance, which aregovernment-led model, public participation model and operation of the marketmodel.Based on these models, the paper has presented that government-ledcomprehensive control of water environment is necessary.The fifth part, introduces the successful experiences from domestics and abroad,seeking inspiration for Wuhan water environmental governance.The sixth part, bring up countermeasure of Wuhan water environment governance.
