Research And Implementation Of Experts Selection Model For Scientific Research Projects Evaluation Of Wuhan Iron And Steel (Group) Corporation

With the continued development of science and technology and the progress ofsociety,the assessment of various types of scientific and technical research projects ismore and more.But how to ensure the assessment bjective,fair,impartial,the selectionof evaluation experts who are the main body of scientific research project evaluationis particularly important.The success of the assessment work of scientific researchproject largely depends on the level of evaluation experts,but how to select evaluationexperts has become a problem for the project manager.Based on the actual scientific research project management of Wuhan Iron andSteel (Group) Corporation (hereinafter referred to as WISCO),this article firstdescribes the current management situation of evaluation experts,then analyzes theproblems of evaluation experts management,and presents a literature review aboutexpert evaluation index,selection research and information technology in expertmanagement.Combined the actual situation of experts selection of scientific researchproject,a maneuverable expert evaluation index system is built.The article gives thespecific calculation method for each indicator,uses the entropy weight to determinethe index weight,and gives a validation example.Then describe the selection processof evaluation experts, analyze the rules of the selection of experts.On the basis of theexpert evaluation and the selection rules,this article establishes the mathematicalmodel of experts selection that is regarded as0-1integer programming problem thatsatisfies the selection rules And call Matlab from Java to solve the selectionmodel.Finally,this article designs and implements the selection process,the design isflexible,interface is beautiful and friendly.This greatly improves the level of scientificresearch project evaluation.The practical application shows that the experts selectionmodel for scientific research project evaluation is simple and feasible and can beeasily applied to the other evaluation system.So it has strong applied value.
