Based on such alarge economy，caused by a\"dual society structure\" rural problems occurring in theprocess of rural development and environmental problems become more and moreobvious，as an agricultural country，rural both land area and in population in China，occupies a very high proportion，all the land area of about552.86square kilometers，population of about1.19billion，with the rapid development of economy，the ruraleconomy has also had a very big challenge，but to solve the problems of thedevelopment，must pay special attention to the rural environmental problems，theeighteenth big continue to insist on the combination of resource saving and environmentfriendly\"two type society\" of construction，the construction of ecological civilizationas the government priorities. Based on our country rural area environment protection legal system research，empirical research in rural areas by shaanxi weinan region，from the current situation ofrural environment pollution，explore the thinking of problem solving. Shaanxi weinanregion is located in the northwest in our country，in recent years，with the rapideconomic development，industry，agriculture，traffic，water conservancy and otherundertakings have made great progress，but due to the environmental protectionconsciousness，emphasis on economic development，to coordinate the relationshipbetween the protection and development， the environment problem is moreoutstanding，the region ecological environment，human interference and production andlife. In order to effectively change the backward appearance，while coordinator andnature relations，economic development and promote social development，the ruralenvironmental problems solve the institutionalization and legalization andstandardization. So I use the region environmental problems to promote the reality ofthe situation，in accordance with the law for our country rural area environmentprotection law system is particularly important and necessary.
