Since the reform and opening up, China has maintained rapid growth and won anastonishing success. However, the environment has deteriorated significantly, andenvironmental protection reality is becoming increasingly grim. At present airpollution、water pollution and land pollution are more severe in China, for examplethe average concentration of PM2.5in China’ cities is three times as high as the safeconcentration identified by WHO. The pollution does not only harm the health of thepeople, cause the social conflicts, but also is not conducive for the people to enjoy thefruits of economic growth.In recent years, environmental protection and pollution control in China areincreasingly strenghthened, and the construction of ecological civilization has beenincorporated into the general layout of socialist construction since2012.Thecoordinative development of economy and environment has been the importantcontent of the development strategy. Hubei is the important fulcrum in the Mid-ChinaRising strategy, so the stable and healthy economic development in Hubei is greatlysignificant for guiding and supporting the rise of Central China. However,environmental problems have become increasingly important factors which haverestricted the economic development. It is increasingly urgent to solve thecoordination of economic development and environmental protection.Therefore, the paper studies the related literature at home and abroad, uses therelated theories about economy and environment, and analyzes the economicdevelopment and environmental pollution in Hubei. Then it makes empirical analysison the economic development and environmental quality by using the relevant datasand analyzes the cause of the uncoordinated development of economy andenvironment in Hubei. According to the domestic and foreign related typicalexperience, the paper puts forward the recommendations about the coordinativedevelopment of economy and environment in Hubei.The framework of this paper as follows: the Chapter1explains the basis andsignificance of this study, states the advance of this study, and raises the researchmentality、the framework、the innovation and shortcomings; the Chapter2introducesthe theories about the relationship between economy and environment; the Chapter3analyzes the characteristics of economic development and environmental pollutionsituation in Hubei, including the comprehensive economic development, industrialstructure and regional development, as well as the "three wastes" emissions,environmental quality and regional environment and so on; the Chapter4evaluatesthe economic development and environmental quality in Hubei through theestablishment of index systems and principal component analysis, and analyzes thechanges of economic development, environmental pollution etc; the Chapter5analyzes the factors affecting the coordinative development of economy andenvironment in Hubei, mainly from the rapid economic development, unreasonableenergy structure and industrial structure, inadequate investment in environmental protection and environmental protection industry; the Chapter6introduces typicalcases and summarizes the beneficial practice;the Chapter7puts forward thecountermeasures and suggestions; the Chapter8summarizes this study.The study finds that the contradiction between economy and environment inHubei was very sharp from2000~2010, and to solve the problem needs the concertedefforts of the government、enterprises and the people. Main innovation of this articleis that comprehensively reflecting the economic development and environmentalquality status in Hubei with large amounts of data, and establishing a comprehensiveevaluation system to analyze economic development and environmental quality.
