Research On Governance Of Regional Corporation In Changsha-Zhuzhou-Xiangtan On Background Of Resource-conserving And Environment-friendly Society

In recent years, the concept of regional cooperation is very popular andsomewhere around the world proposed or implemented regional cooperationinitiatives. Chang-Zhu-Tan city group in the Midlands has a long history of regionalcooperation. Approved by the State Council in2007to become one of the first batchof resource-conserving and environment-friendly society(RCEFS) comprehensivereform pilot area, seizing this good opportunity to build RCEFS, Chang-Zhu-Tan hasachieved fruitful results on regional cooperation governance of regional cooperation.This paper is divided into four parts:First part is about general jurisprudence of the regional cooperation on thegovernance of RCEFS. Governance of regional cooperation means that the mainparties in the region, who face the common issues on public affairs and economicdevelopment challenges, re-allocate resources according to a certain form betweenregions portfolio, in order to obtain the maximum economic and social benefits.RCEFS is a complicated systematic project, and the resource, the foundation for thedevelopment and economic characteristics vary widely, not only requires local fullplay to their leading role in the region. So it is necessary to raise widely regionalcooperation. RCEFS cooperation governance must implement the principles ofsustainable development, the principle of coordinated development, the principle ofpromises keeping.The second part is about examining the practice of Chang-Zhu-Tan regionalcooperation governance by the theory of RCEFS governance theories and principlesof regional cooperation. the practice of Chang-Zhu-Tan focus on regional cooperationto protect the ecological environment and to develop recycling economy, whosenotable feature is the regional administrative planning for the top-level design, widerange of regional administrative agreement, the regional ACC, regional administrativeguidance and other governance mechanisms, in order to achieve good governance.The Third part is concerned about the weak points of Chang-Zhu-Tan regionalcooperation governance. The in-effectivity of philosophy of regional cooperationgovernance, coupled with the lack of legal regulation as well as imperfectcoordination of the organization and cooperation mechanism, results that Chang-Zhu-Tan is still facing many obstacles and the desired effect discounts.In the fourth part, this study suggests that the path should be hardened by soft law, the regional cooperation builded in the legal system of governance, the regionaladministrative planning system improved to play the coordinating role of the higherlevels of government, the normative authority of the regional organizations strengthen,the regional cooperation in supporting governance mechanisms established, andthen Chang-Zhu-Tan regional cooperation governance achieves the desired target.
