Global warming, frequent occurrence of extreme weather conditions brought painful economic losses and casualties to mankind, the issue of climate change has become the focus of global attention from all sides. Related studies have shown that the greenhouse gases emissions to the atmosphere of humans is the main cause of global wanning, which went mainly carbon dioxide gas emissions. Increasing demands of China is a developing country with per capita carbon dioxide emissions, although rarely, but the total has ranked first in the world, the international community of active emission reduction. China also made a clear reduction to2020emission targets. On the eve of the Copenhagen climate change conference, China’s commitment to the world:the carbon dioxide emissions per unit of GDP in China in2020than in2005, dropped by from40percent to45percent. China is in a critical period of national economic and industrial development, energy consumption has become the second largest country in the world. The problem of carbon emissions from fossil energy consumption is becoming increasingly prominent. In compliance with the common but differentiated responsibilities principle of Kyoto Protocol, the energy saving is also imperative, China has a long way to go as one of the signatories. In this context, the analysis of the energy consumption characteristics of the various regions of China, and the characteristics of technological innovation, changes in carbon emissions characteristics, as well as influencing factors on carbon emissions for the coordination of energy consumption in China, the relationship between carbon emissions and economic growth to achieve a low-carbon economy has far-reaching significance.Firstly the research background and significance of energy and low-carbon economy as the starting point, the current severe weather situation, described China’s energy consumption, carbon dioxide emissions and low-carbon technology innovation characteristics of carbon dioxide through the panel data model the emissions factors affect the model by collecting data and information from2005to2010, a detailed analysis of the intensity of energy consumption, the energy consumption structure and technological innovation of China’s total carbon dioxide emissions, the results show that China in recent years the causes of elevated total carbon emissions is caused due to the high speed of China’s energy consumption, and the improvement of the energy consumption structure and technological innovation can significantly reduce the carbon emissions due to the economic growth. The study showed that reduce energy consumption intensity, adjust the structure of energy consumption as well as to strengthen technological innovation is the inevitable choice to reduce carbon emissions. After clearing three ways of carbon reduction, in connection with three efforts it took three the corresponding specific measures. Taking into account the carbon emission reduction measures to select more than one kinds of input and multiple output decision planning behavior, this article by means of data envelopment analysis (DEA) method, a comparative analysis of the2010carbon emission reduction of input-output efficiency and for the low efficiency of the region, referring to the high efficiency input indicators effectively adjust the resources and rational allocation, in order to provide guidance for the development of low-carbon economy in China. The results show that there are regional differences of carbon emission reduction efficiency, higher technical efficiency reached less input multi-output "of the economic effects of input redundancy in the lower areas of technical efficiency, output is insufficient the phenomenon, in the process of model analysis, adjusted by reference to the efficient input-output, in order to reach the ideal state. The study showed that the carbon emission reduction efficiency needs to be a substantial increase in up and down the country to participate in carbon reduction in the queue to imminent.Finally, according to the results of the empirical analysis, the paper learnt from foreign experience in the development of low-carbon economy, combined with the specific circumstances of our country, proposed the corresponding countermeasures and suggestions on how to develop the low-carbon economy in China.
