The rapid development of China’s chemical industry has made a considerable contribution to the industrial economy’s growth.However,due to its high energy consumption,high pollution,and high emission characteristics,it has also brought regional severe environmental pollution problems.To respond to the call for the construction of national ecological civilization and alleviate the contradiction between environmental constraints and economic development,the chemical industry urgently needs to transform from rapid economic development to high-quality economic development,and reform from extensive development to intensive development.The chemical park is the primary carrier for the agglomeration and development of the chemical industry.Its green development is the only way to promote the large-scale and intensive development of the chemical industry and the economy’s high-quality transformation.However,chemical parks’ current development is uneven,and scale effects are not apparent.Excessive resource consumption,severe environmental pollution,and other problems are prominent.Economic green development is in a bottleneck,which seriously restricts the green development of chemical parks.To fully quantify the level of green development of China’s chemical parks and clarify the problems in the green development of chemical parks,this study focused on China’s key chemical parks as the primary research object,comprehensively using Data Envelopment Analysis(DEA)and decoupling methods for in-depth quantify the level of green development of the chemical park,analyze the influence mechanism that restricts the green development of eco-efficiency,and clarify the relationship and law of the economic and environmental development of the chemical park.The research first collects primary economic,environmental,and resource information data of essential chemical parks from 2011 to 2018 and builds a comprehensive index system for evaluating all chemical parks’ eco-efficiency.Secondly,based on the ecoefficiency comprehensive evaluation index system,super-SBM-Undesirable model in the data envelopment method is used to evaluate the eco-efficiency of the chemical park,analyze the difference and cause of the green development level of the chemical park,and determine the sensitive factors of the green development level.Then,Tapio decoupling model is used to judge the decoupling relationship between the economic development and the environmental pressure of the chemical park,furthermore,the research analyze the level of coordinated development of the economic environment,and reveal the trends and laws of the economic and environmental development of the chemical park.Finally,based on the research results,scientific and reasonable policy recommendations for the improvement about the eco-efficiency of the chemical park are put forward from the perspective of the park,the government,and the region.The study found that China’s key chemical parks’ eco-efficiency and the level of green development are uneven.More than half of the parks’ ecoefficiency is ineffective.Just only six parks have achieved effective ecoefficiency,which concentrated in the Yangtze River Delta region.From the input-output indicators perspective,resource input indicators are an essential factor affecting eco-efficiency,and eco-efficiency are the most sensitive to resource input indicators.The industrial labor force,land area,and fixed asset investment in effective parks respectively are as 0.59,0.41,0.92 time as ineffective parks,and the sensitivity coefficients of eco-efficiency to industrial labor,land area,and fixed asset investment respectively are 0.8774,0.8775,and 0.9507.Thus,improving the efficiency of resource utilization is conducive to the improvement of eco-efficiency.From the perspective of decoupling development between the economic and environment,the decoupling relationship and trend between waste gas emissions and economic development are the worst,and there is no apparent evolutionary trend.Therefore,waste gas is more difficult to treat than solid waste and wastewater treatment.Based on the above conclusions,this research puts forward the following policy recommendations:the development of chemical parks is quite different,and it is necessary to coordinate development to support backward parks.Rationally allocate resources from a regional perspective and improve resource utilization efficiency are needed to improve eco-efficiency.From the perspective of element input,reduce resource consumption and environmental pollutant emissions is essential to achieve the decoupling development between economic and environment of the chemical park through policy guidance and technology introduction.
