Urban Human development is inseparable from the development and utilization of land resource, which is a carrier of resources and the environment. With the rapid process of industrialization and urbanization, human increase the breadth and depth of land use, which further lead to the rapid development of social and economic, but land is also a natural resource, which will lead to environment pollution and ecological degradation when it is over-exploited. How to solve the contradiction between land use and eco-environment, how to promote the coordinated development of them become a contemporary issue which is needed to solute. Therefore, wetlands rearrangement is an important way of coordinating the relation of the men and the land. So, how to improvement of the environment has increasingly become the focus areas of research of land rearrangement.In fact, there are many improper tendency in the wetlands rearrangement project in some region, such as think much of the amount, but neglect the quality and the ecological protection, pursue the high-grade design etc. So, we must take the ecological benefit evaluation as an important part of the land rearrangement; accelerate the benign development of land rearrangement by intuitionist and exact benefit evaluation. But currently there is less research of the benefit evaluation of wetlands rearrangement in our country, and the way of qualitative analysis is adopted by most people. Therefore, it is very important to constitute the consummate evaluating indicator and probe into the way of quantitative analysis for the benefit evaluation of wetlands rearrangement, because it not only can enrich the theory of wetlands rearrangement, but also have important meaning to guide the practice of wetlands rearrangement.The study on the basis of research in the predecessors, systematically summed up the progress of research and collation of land. From land rearrangement theoretical foundation, the basic principles of ecosystem structure and the impact of land out of the ecological environment, a sort of land eco-efficiency indicators for the evaluation system was made to improve eco-efficiency measures recommended land collate, which is based on the conceptual model of "Pressure-State-Response". This paper chooses11indicators from the three aspects and determined the weight of the indicators with the method of AHP.
