The project of conversion of farmland to forests(PCFF) is a significant ecological projectWhich is proposed and implemented by the China State Council from the strategic view ofChinese nation’s survival and development to use the land resources rationally, increasingvegetation, rebuild beautiful environment, safeguard state ecological security and realize ofharmonious co-existence human beings and nature. Taking this paper Datong County ofQinghai Province as a typical case, conducts a comprehensive and systematic analysis andevaluation to the ecological benefits of PCFF and provides technical support for the futuredevelopment of PCFF.First of all, this paper describes the natural and forestry profiles of Datong County,which provides factual basis for selection and establishment of the evaluation index system.Second, the paper establishes a suitable evaluation system of PCFF ecological benefits ofDatong County and makes the basic framework for overall benefits analyses, by combiningthe actual conditions of this country and learning from the relevent domestic and foreignevaluation system. Afterwards, this paper explores and formulates a scientific evaluationmethods from the perspective of economics and ecology and ensure of scientificity of benefitsevaluation exactitude. Finally, the paper proposes some proposal and comments. which havereference value and draws a systematic and comprehensive evaluation conclusions byevaluating specifically ecological benefits of PCFF of Datong County, which as follows:The eco-efficiency evaluation index system of PCFF of Datong County includes6first-grade and11second-grade indicators. The first-grade indicators includes waterprotection efficiency, carbon sequestration and oxygen generation efficiency, biologicaldiversity protection efficiency, micro-climate improvement benefits, soil conservationefficiency, environmental purification benefits. The total ecological benefits value ofDatong PCFF in2010is471,900,590yuan. water protection efficiency resources accounts for23.34%of the total ecological benefits value; carbon oxygen accounts for62.91%; biologicaldiversity protection efficiency value accounts for6.17%; micro-climate improvement benefitsaccounts for5.47%, oil conservation efficiency accounts for1.92%; environmentalpurification benefits accounts for0.19%.
