Due to the pressure from climate change and international negotiations, cutting CO2emissions has been a new hotspot. Meanwhile, the emissions of SO2and NOX are two problems that trouble our country for a quite long while. These three kinds of gas pollution are highly influenced by the consumption of energy like coal, oil and natural gas products. The paper, which based on current total final energy consumption of Tianjin, use multi-objective decision-making progress to obtain an optimal strategy under different preference information. In the first chapter, this paper discusses the definition, backgrounds, research value, and what have been achieved about the co-reduction problem. In the second chapter. Granger’s test has been used to analysis the relationship between the emissions of pollutions and the quality of air. After this, a multi-objective model which is based on total final energy consumption has been built. Then, taking investment to air pollution control into consideration, a more complex model has been built. To resolve these two models, in the third chapter, this paper discusses the optimality conditions of them. And with superior set analysis, an algorithm has been delivered..In the fourth chapter, this paper calculates the models with the related data of Tianjin to obtain some optimal resolutions of co-reduction. Furthermore some superior set analyses is been making to tell the differences of resolutions. These analyses offer some advice for environmental protection and governance.
