The geological hazards in Tongdao county are of moderate developmentaldegrees in Hunan province. With the high-speed development of the socio-economicand human engineering-economic activities increasing, the geological disastersincluding fierce, collapse and landslide have occurred which resulted the loss oflives and property of the people. It was proposed a new and more severe challengesto carry out geological disaster prevention management. Furthermore, the preventionand control of geological disasters management system in Tongdao county isimperative and urgent.In recent years, geological disasters prevention management system in theTongdao county has made some achievements, but geological disasters monitoringand prevention system construction work started late, there are still someshortcomings in system construction and execution process, mainly due to thefollowing：geological disaster prevention planning system in the Tongdao county hasnot been established；Early warning systems in the geological disasters monitoringand prevention sometimes out of line；Not well developed system to complete theimplementation； Funds can not fully in place. These deficiencies lead to geologicaldisasters monitoring and prevention system difficult to implement and implementation,which needs to be further improved. The improvement of geological disastermonitoring and prevention system must be combined with the actual local situation,because the current systems are still some loopholes, the organizations are inadequacyand the sectors are uncoordinated. Mainly including the geological disaster preventionplanning of Tongdao county should be high quality and high standards completed,implementation monitoring and prevention responsibility system; the institutionalbuilding in various villages and towns in accordance with “ten resources” of themonitoring and prevention issued by the Ministry of Land; Improve the early warningof monitoring and prevention and the emergency management system, strengthen theadvanced monitoring methods, emergency management, disaster preventioncommanding and rescue systems of geological disasters; Intensify the propaganda ofmonitoring and prevention, propaganda in multi route and multi way and implementin the actual work.Combined with the monitoring and prevention of geological disasters system construction in Tongdao county，the further research is focuses on training andenhancing the consciousness and ability of self-control and self-monitoringamong the township (town, street) and village (house) cadres and the masses ofgrassroots organizations, that the task would be summarized as: Click on personalresponsibility, publicity and training to promote specification,three measures (simplemonitoring measures, pre-disaster warning measures and emergency avoidancemeasures) should be in place four systems (flood duty system, disaster surveillancesystem, the danger inspection system, disaster quick report system) shall beimplemented.
