With the continual depletion of non-renewable energy resources such as oil and coal, the contradiction between energy production and use has become increasingly prominent, which become the world’s major problems to be solved. The safety of energy have several aspects in our country:the lack of average of per person, the contra dictionary of supply and demand, too high proportion of coal, unreasonable structure, large energy consumption, which cause serious environmental problems and restricte the economic social development. Therefore, Renewable energy sources are the greatest hope of mankind. As a kind of new energy, shallow geothermal resources is distributed widely, suitable to developing in-situ and its exploitation turn to the utilization of the heat pump technology.Based on existing data such as hydrogeology, engineering geology and the initial site survey, shallow geothermal energy survey, drilling(Groundwater heat holes, buried tube heat holes), sampling, field test were carry on to survey the occurrence of shallow geothermal energy and its dynamic features, and then, the conceptual hydrogeological model of shallow geothermal energy was built to calculate and measure the relevant parameters. The Allowable production of shallow geothermal energy were calculated by the heat flow method and numerical method, and the storage capacity of the study area was gaine by heat reservoir method. The mining potential was determined based on the present production volume and recoverable resource of the shallow Shallow geothermal energy, then the regionalization and the exploitation degree were conducted. At last, combined with the recharge suitability division, the development and utilization division of the shallow geothermal resources were formulated.
