Mountain flood disaster is hilly region due to heavy rainfall-induced floods, landslides, mudslides which impact on economic and lives and property safety of people seriously. Besides, it has many characteristics such as obvious sudden disorder, multiple and highly destructive which make it difficult to defense, so it has become a national flood control of defense priorities to ensure safety. Therefore, how to prevent flooding effectively is a challenging and urgent prob-lem And the construction of flood early warning system will contribute to improve work effi-ciency of the flood control, enhance flood warning capabilities, make departments, deci-sion-making, put forward scientific decisions timely and minimize flood disasters caused by the various losses.This system is based on SOGOU map and has five functional modules such as basic infor-mation inquiries, water and rain situation information inquiries, meteorological information ser-vices, early warning analysis and early warning response services. The first two functional mod-ules provide early warning information (flood plans, staff scheduling) and the required parame-ters (river, reservoir water level and rainfall in a region). Meteorological information service provided local weather conditions, domestic meteorological cloud, and typhoon situation. Ac-cording to some parameters, the last two functional modules execute early warning analysis, published, and then response.Based on the flood early warning system project, ENJOYOR self-developed, as background in this paper. To begin with, it introduces the research background and contents as well as the key techniques of the system Then according to the results of system analysis, it introduces the system architecture, function modoles, database design and the implementation of this system with PHP in detail. Finally, it describes testing of the system’s functionality and compatibility.
