Groundwater function evaluation is a new concept putting forward to evaluategroundwater resources in recent years and the extension and expansion ofgroundwater resource evaluation work. It is mainly aims at the evaluation of previousemphasis on resources in groundwater evaluation work but does not pay enoughattention to the functions of ecological and geological environment evaluation ofgroundwater that to result in the development and utilization of groundwater resourcesis not reasonable, depletion of groundwater resources, decline of groundwater level,ground funnel, seawater intrusion and many other ecological or environmentalgeological problems. So as to formulate rational groundwater utilization scheme, ithas a certain reference significance for better exert the function of the groundwater inthe best efficiency, maintain the normal circulation of groundwater resources andscientific management groundwater resource.Groundwater system is a great system that link to the social, economic,ecological and geological. The system organization, the structure of the system isrefers to the ability of system act on the surrounding environment. It was confirmedfeasible using structure to reflect the function that starting from the dialecticalrelationship between structure and function. Groundwater system can be divided intodemand structure and supply structure from the view of resource utilization, thedemands of groundwater is impossible without the supply of groundwater resources;the groundwater can’t become resource without the demand for groundwater of relatedsystem. The demand and supply are interdependent, cannot be short of anyone.This paper constructed the function evaluation index system of groundwaterfrom the aspects of supply and demand of groundwater system according to thespecific situation and the status of the access to information in the study area. Itcomprehensive considerd of the influence factors of groundwater system andaccording to the principle of choosing index system,then referenced and combinedwith the relevant evaluation index system of groundwater. It totaly selected of25typical indicators from the supply and demand in three aspects of groundwaterresources, ecological and geological environment. Then this paper evaluated thefunction of the lower Liaohe River Plain groundwater using AHP and GIS spatialoverlay analysis. The results show that the regions with the best and better resourcesfunction mainly locate in Sujiatun, Xinmin-liaozhong plain, Liaohe River and HunheRiver Alluvial fan. The regions with the best and better ecology function mainlylocate in the Alluvial fans of Taizihe River, the big and small Linghe, the south coastal region and the center plain. The regions with the best and better geo-environmentalfunction mainly locate in the Hunhe river and Taizihe river, the alluvial fans of the bigLinghe and the small Linghe, and the line from Panshan to Yinkou. The regions withthe strongest and strong comprehensive function mainly locate in the Sujiatun,LiaoZhong and Taizihe alluvial fan.
