A variety of meteorological disasters and secondary disasters occur frequently inHunan, which is one of the most significant monsoon climate regions of China. Withthe development of Hunan economy and society, meteorological services have becomeincreasingly important in overall economic development. People have called for ahigher demand for meteorological service in the national economic construction,disaster prevention and mitigation and the emergency which responses to climatechanges, ecological civilization and sudden public events. Due to the increasinglyserious effects and losses caused by meteorological disasters, the improvement of amore accurate weather forecast, especially a more refine and accurate disastrousweather forecast will contribute to governments at all levels in making decisions toprevent and mitigate disasters with the timely shared weather information.The system is developed by the DMGIS-based platform and it realizes the sharingof meteorological information and decision-making service system in Yiyang Citybased on the combination mode of multi-tiered C/S and B/S in SQL2005database. Thissystem consists of two modules: application and management modules. The applicationmodule is the integrated ones of individual modules for providing seven kinds ofservices: weather forecast, weather phenomenon, radar and chart cloud, lightinginformation, forest fire, geological disasters, traffic meteorology service. Managementmodule is to manage the whole system, which includes user management, securitymanagement and information feedback. Additionally, this system is mainly applied tosupervise and share meteorological disasters, analyze meteorological disasters and itssecondary ones, distribute the warning information and release the warnings of otherinformation in Yiyang area. Through an efficient, stable and safe (network) informationservice and decision-making platform the real-time inquiry, automatic analysis andweather forecast and warning of the meteorological data and meteorological disasterinformation will be realized. The system can also serve the natural disasters preventionand contribute governments to make scientific decisions on natural disasters warning,timely disaster information distribution so as to improve the emergency abilities to deal with some sudden natural disasters and strengthen the quick response abilities in rescueand relief work, and finally achieve the goals of sharing the weather information andpreventing and mitigating disasters. Through tests, the expected goals have achievedwith the aid of the system. On May12th and June26th of2012, two heavy stormsoccurred in Anhua, the system forecast a flood and geological disaster at level fivebefore the storms arrived. In this case,23,000people in the potential disaster areas havebeen transferred to safety according to Yiyang Flood Control Headquarters’decision-making, hence no casualties occurred in these two disasters.
