Lightning disaster is listed as one of the ten natural disasters by the United Nations.With the development of modern information industry, lightning disasters have moreand more serious influence on social economic development and people’s life andproperty safety, and the lightning events and disaster losses are increasing year by year.Lightning disasters chronically keep threatening personal and property safety, alsoharming public service and cultural heritage.. In order to reduce the losses caused bylightning disasters, it requires to make lighting risk evaluation. With the evaluation oflightning risk, people can take corresponding countermeasures to avoid and controllosses and damages, which effectively help to reduce lightning risk.This thesis is based on " protection against lightning part two: risk management "(GB/T21714.2-2008/IEC62305-2:2006),, to design a lightning risk evaluation systemfor being applied in practical work. Through the Microsoft Visual Studio2008systemdevelopment tool,using C#language and ArcGIS Engine platform, at the same time,carry out the secondary development with two components of ArcGIS Runtime andArcObjects SDK for the Microsoft.NET Framework in the development environment ofthe GIS. For developing process, first through the ArcMap of Arcgis draw relevantmap,then import the thunderstorm days, the lightning current intensity, lightning flashdensity data into the GIS system, and loaded into the related layers, then conductsecondary development of GIS by ArcGIS Engine, achieve through GIS functionalityembedded the lightning risk assessment platform with Microsoft Visual Studio2008design, and finally Complete the automatic calculation of the risk assessment by C#language.through query the location with the latitude and longitude,System Can visuallydisplay all lightning parameters of each location (including the thunderstorm days,intensity of lightning current, lightning density data),System automatically and quicklycalculate the risk components of buildings and service facilities by the acquisition andinput of lightning parameters at building’s geographical location and building characteristic parameters. Then according to the risk tolerance, it will come to thecorresponding lightning protection measures of how to reduce the risk, and finallyautomatically generate risk assessment report, which will put forward the constructiveideas for project location and function distribution, types of lightning protection andlightning protection measures, etc. System effectively improved the scientificity,accuracy and efficiency of lightning risk Evaluation.
