The frequent occurrence of earthquake disaster in recent years has brought hugelosses to the economy,life and property of the state,society,people. For the large andmediun-sized cities which has high population density,tall buildings with row uponrow and thousands of life&production facilities,when the moment they are sufferingthe impact of seismic energy,countless buildings and equipment will bedestroyed.Landslides and sea vent will bring directly immeasurable loss.There arekinds of secondary disaster caused by the earthquake damage,such asexplosions,fire,flood,tsunami,plague and so on.They not only seriously affect thenormal life of the people,but also bring a serious threat to the safety of people’s livesand property.Therefore,the study about the damages caused by earthquake secondarydisasters is also an urgent thing to do.With the rapid development of Chinese socialistmarket economic construction, our overall national strength significantly increasesand the standard of people’s living increases generally.The number of car ownershiphas been growing rapidly all the time, and the number of gas station to protect the carnormal driving is growing,too.Due to Chinese urban security theory study startedrelatively late,the level of urban safety planning technology is underdeveloped andinvestors only pursue interests,gas stations appear everywhere and the layout aboundin densely populated areas,ecological protected areas even environmentally sensitiveareas.As one of the seismic secondary disaster sources,gas stations are major hazardsources because of its storage of dangerous chemicals.When the earthquakehappens,gas stations will probably burst,fire and let toxic gas out,which is a seriousthreat to nearby residents,the environment and the safety of the entire city.This paper uses the data of Jinan City which were gathered from the NationalSocial Earthquake Service Engineering project, and this paper is not using thenormal safety evaluatin way which is Accident Causing Theories(people-material-equipment-environment) and it uses Gis spatial technology toanalyse the safety distances between gas stations and buildings around them, then it simulats and caculats the range of disasters that may be caused by gas stationexplosion or fire. Thirdly it analyses the convenience of fire rescue force and themedical rescue force after the accident. Finally it uses fuzzy synthetic evaluation toevaluate and analyse the safety of gas stations in main urban areas of Jinan City andcome to an ultimate conclusion that27%of the gas stations are in “not enough safe”status and the rest are unsafe. This paper’s purpose is to make contribution to the citysecurity theory of Jinan City and it is advantageous to the residents to have a scientific,intuitive understanding of gas stations safety around them.
