The past several years had witnessed a phenomenon that the technology of GIS has been cyberized with the widely application of GIS and Internet. And a new booming technology, which is called WebGIS, emerged with the combination of GIS and Internet technology. Nowadays, WebGIS developed rapidly in the industry of water conservancy. A great number of countries and districts built their information manage system of water conservancy to achieve the reasonable distribution and employ of water resource, and gave strong backing to the department of water resource. However, in face of the increasing demands of users, the traditional information manage system of water resource has a lot of disadvantages including single performing form, simple function and slow response, a diversity and multifunctional water resource manage system need to be developed for the realistic demands.The technology of RIA provide a new develop direction for WebGIS, which has the characteristic of rich interface performance, rapid deployment of Internet applications, interactive features faster speeds. The Flex is one of the most fashionable technology of RIA. It has a variety of components, which could develop many functions at a quick pace through the visual design of the user interface layout.After analyzing the characteristic of Taiyuan water district of yellow river diversion, this paper provided a new information manage system of supplying water by combing the RIA and WebGIS technology with the GIS which based on ArcGIS Server and its REST style of Architecture. Then a new information management system of supplying water was designed to realize the management and share of water resource information. What’s more, on the basis of GIS service, the functions of spatial analysis and online ed iting of vector data were developed. At last, the REST Service communication in ArcGIS Server and rich client are used to improve the manage system by which the system has the advantages of abundant performance, rich and expressive interactive, fast response, cross-browser and cross-platform.For the design of data-base, the paper applied the cloud computing ideology into the water information database through Google public cloud, ArcGIS Server private cloud, as well as the Flex client to achieve a Google public cloud and private cloud integration and realize the information share of cross-regional, cross-spatial data.
