Shanshan District in Turpan was selected for study of agricultural water consumption accordingto the current situation of the excess of water resources in Shanshan area. The GIS software wasselected for making spatial analysis of the change of groundwater table in order to study andcalculate the balance of water and soil in Shanshan area. The Modflow software was selected forstimulating the change of groundwater dynamic field under different situations. The study which hasstudied water solution insisting on the principle of “demand follows provide”, provides scientificbasis for effective utilization of groundwater.The main results are as follows:(1) The water supply volume of2010in Shanshan area is60189×10~4m~3, in which theagricultural water consumption is57862×10~4m~3covering96%of total water consumption; industrialwater consumption is1670×10~4m~3covering3%of total water consumption and other waterconsumption is657×10~4m~3covering1%of total water consumption.(2) The allowable groundwater withdrawal of2010in Shanshan area is24962.3×10~4m~3, inwhich allowable withdrawal of South Basin is2776.8×10~4m~3and allowable withdrawal of NorthBasin is22185.5×10~4m~3. While, the actual production in the area is55385.2×10~4m~3and theoverexploitation of groundwater is30423×10~4m~3, in which the coefficient of groundwaterexploitation excessive of South Basin is7.2, where is defined as the overdraft area.(3) The model was used to stimulate the change of groundwater table and flow field of differentsituations. The stimulated results showed that the exploitation quantity would reduce to35699×10~4m~3and the groundwater table would remain leaping when keeping the irrigation area3.85×10~4hm~2. The exploitation quantity would be28694×10~4m~3and the groundwater table wouldremain leaping when the irrigation area cutting down to2.88×10~4hm~2. The exploitation quantitywould reduce to22513×10~4m~3and the groundwater table would remain leaping slowly when theirrigation area cutting down to22513×10~4m~3and in that case, it may occur that the desert areabecome drying gradually facing the danger of running out of water resource.(4) Studying limited water resource of Shanshan area is helpful for social economic sustainabledevelopment,which firstly is met the farmland area reaching to2.37×10~4hm~2instead of industryinsisting on the principle of “demand follows provide”. The best scheme is as follows: Firstly, theplanting area of group is0.97×10~4hm~2. Secondly, he planting area of cotton is0.59×10~4hm~2. Finally,the development area of Facility agriculture is0.8×10~4hm~2.
