Research On The Development And Utilization Of Renewable Energy In Zhejiang Province

The energy production and consumption is a realistic and necessary part for thesustainable development of the society and economy. In the national strategy to drive,Zhejiang province is accelerating the development and utilization of renewable energy,which is the big province of economy with GDP at the forefront of our country. Onthe other side, it is the province lacking of resource that the energy self-sufficiencyrate (equivalent) is only about4%and the external dependence are maintained at ahigh of90%in recent ten years. For the contradiction of energy supply and demand, itis difficult to guarantee the energy security. Today, it is the crucial period of economicsociety transition for Zhejiang that the problems of the energy supply seriously affectthe future stability of economic and social.This article is based on the problem of the energy production and consumptionsin Zhejiang province, applying the ARMA model of time series to forecast the energydemand in Zhejiang for the next few years with the quantitative analysis of thecontradiction of energy supply and demand, and put forward of the development andutilization of renewable energy is the way to solve the problem. By the cost benefitanalysis of the energy saving and renewable energy developing, we can see that ifspeed up renewable energy development and utilization can reduce the overall cost ofenergy development in Zhejiang.In order to analyze the renewable energy development in depth in Zhejiang,thispaper,which based on the SWOT framework, pay more attention to analyzing thebasic environment of the development and utilization of renewable energy from theeconomics perspective including the angle of economies of scale, the comparison ofrent and so on.That we can see that Zhejiang should go out to cooperate with otherprovinces to develop the renewable energy under the compare of factor endowment toincrease the energy supply for Zhejiang in the foreseeable future with the advantages,disadvantages, opportunities and threats, and more importantly, Zhejiang Provincemust suit hers measures to local conditions of developing the renewable energyselectively by herself at the same time.Under the constraints of the scarcity of resources and the development ofrenewable energy to achieve the targets which suit hers measures to local conditionsto develop the renewable, it analyze the sequence of Zhejiang’s renewable energy development to identify the different period of development focus. This paper buildsup the evaluation of development sequence of the hierarchy, using analytic hierarchyprocess, to analyze Zhejiang’s renewable energy development that the sequence issmall hydropower, wind energy, the biomass energy, solar energy and ocean energy.In the premise of establishing the development focus, it can consider introducingCDM and CCER mechanism and by means of some targeted pathways to develop therenewable energy in Zhejiang, and establish the system of government to drive at thesame time to promote the development and utilization of the renewable energy inZhejiang effectively.
