Study On Welfare Acquisition Of Rural Migrant Women Workers From The Perspective Of Inclusive Growth

At present, the total economy of China has ranked to second place in the world and China’s per capita GDP has more than7000U.S. dollars, and the development of China’s economic has made remarkable achievements. Rural migrant women workers made a great contribution to the development of China’s economy, and the number of this group has been increasing. However, because of household registration system, rural migrant women workers are excluded by the current social welfare system. We look forward to the establishment of an affluent society, however, this special group has always been at the edge of the social welfare, and even could not enjoy the lowest limit social welfare.The social welfare for rural migrant workers should be pay attention by realizing the well-off society and build harmonious society. Modern social welfare system is the right entitled to migrant women workers by law. Social welfare interests of rural migrant women workers should be realize. That could reflect the fairness and rationality of sharing the results of economic development. However, economic development does not synchronously drive the progress of rural migrant women workers. It is still in the state of lag. But to protect social welfare interests of rural migrant women workers should be solved in the process of economic development. Therefore, we are looking to a new ideal path, inclusive growth, to strong support for the welfare of women migrant workers. Inclusive growth, in other words, shares the achievement of economic growth fairly and reasonably. The use of this concept for analyzing of the welfare of women migrant workers can be able to overcome the lag of social welfare resulting from pursuing economic development, and further facilitate migrant women enjoy more benefits and share the results of economic development. Consequently, inclusive growth idea provides positive guidance justice and sharing are common requirements by both inclusive growth and welfare acquisition of migrant women workers.Inclusive growth philosophy has always stressed that the achievements of development should benefit all migrant women, and strive to build a new mode of social welfare policy for migrant women. Therefore, We should make efforts to abandon the pursuit of economic growth simply and the neglect of social development, and fully recognize that the economic growth’s ultimate purpose is to meet the various needs of the people and constantly improve people’s welfare level, as well as providing social support for women migrant worker’s welfare acquisition. The research object of this paper is rural migrant women workers that work in Zhengzhou city. The research content of this paper is the social welfare interests that rural migrant women workers should enjoy in the process of work. Through positive analysis, social welfare interests of rural migrant women workers are in the state of deficiency in the process of economic development in our country. The reasons are that cause social welfare deficiency of rural migrant women workers. They are historical factors, institution factors, personal factors and sexual factors. The deep reason can be concluded into several aspects---constraints of urban and rural household registry system, lack of government social welfare responsibility, lack of social gender culture, design deficiency of social insurance systems, lack of employers social welfare responsibility, consciousness weakness of the struggle of personal social welfare. Steps of promoting rural migrant women workers includes perfection of the laws and policies of social welfare to reflect the humanism of the inclusive growth, promoting government social welfare responsibility consciousness to show a good lead by the government in building welfare society, strength personal human capital to promote welfare consciousness and gender consciousness.
