Thoug hlabor export has been greatly developed in Henan Province in recent years, yet the advantage of Henan Province labor resources doesn’t fully play out, and there still exists great potential. To study the way of further promoting the province’s foreign labor export has important practical significance in the context of the Central Plains Economic Zone. This paper studies the development of the labor export in Henan Province, by using the two methods:documentary research, the combination of qualitative and quantitative analysis.This paper argues that the course of Henan’s foreign labor exportdevelopment can be divided into three periods:start, buffer, growth. Now, henan province is in the last period. In the growth period, Henan is facing structural imbalance of supply and demand in the labor market. Henan foreign labor export market are mainly distributed in the four regions of Japan, Korea, Middle East, Africa, and these four regions’ demands for labor are different. From the supply perspective, henan is facing the following shortomings:the narrow output channels, the weak degree of market diversification, and the low structure of the quality of personnel. These shortcomings makes Henan cann’t play their resource-rich advantages to accurately meet market demand. The three main internal factors, the imperfect government legal, the management and the weak enterprises competitiveness and the Low quality of individual workers, restrict the development of foreign labor in Henan Province. And the international political and economic environment and the political and economic environment of labor input country are external factors.Therefore, in order to further the development of foreign labor export in Henan Province, the following measures should be taken. First, as a powerful promoter of the macro-level, the government shuold improve the relevant legal system, simplify formalities program, and establish the perfect service system and labor rights protection system, so that the quality and efficiency of management can be improved quickly. Secondly, as the main organization to participate in market competition, enterprises should improve their competitiveness by prefect system management, the introduction of talent, brand building, improving staff quality. Finally, as a key factor in market competition, personal should improve their own quality, strengthen their awareness of rights, as well as various resources after their returning should be actively and effectively used, such as earned funds, their own skills and management knowledge learned in a foreign country.
