As the emerging of globalization, enterprises all over the world are starting to enter the global market. As China enters WTO and economic globalization, Sino-France cooperation moves into a new era and becomes close trading partners.Although French enterprises are one of the foreign enterprises enter Chinese market, their development are not that favorable comparing with those enterprises from Japan, Korea, America and Germany. CAPSA as one of the largest scale Joint Venture Automobile company nationwide which was built in2011, challenges like human resource, R&D development, marketing strategy and company performance emerge when the two culture confronting. Whether organizations can be adjusted to suit this transnational environment will cause fatal impact to successful operation of business. How to train, develop, keep and raise staff performance and in turn improve company performance becomes a hard task for this JV. Moreover, cross-culture management is a key issue.Taking culture diversity into consideration, through the analysis of CAPSA performance seeking problems in business operation and design program for improvement become the strategic target of company. This paper analyzes from setting up PMC, performance plan, indicator monitoring and other aspects which in order to design improvement performance plan for CAPSA.. At the same time, it will provide new thoughts for the management of Sino-France enterprises by the ways of researching and solving CAPSA performance.
