For traditional manufacturing industry, how to realize innovation-driven development and how to accelerate transformation and upgrading have become an issue in urgent need of resolution for many business decision makers today. Throughout the development process of innovations in enterprises in China and abroad, as the total involvement innovation concept based on employees as the innovation subject sprang up worldwide, more and more enterprises have realized that only by fully mobilizing employees’ passion for innovation and motivating a broader range of employees to participate in innovation can they ignite the innovative energy in their business, make qualitative changes to their innovation ability, and significantly enhance their innovation performance.The total involvement innovation management system focuses on employees as the innovation subject, where innovation management is carried out around employees comprehensively. Incremental innovation and radical innovation must be combined in terms of the innovation degree, and process innovation, management innovation and procedure innovation must be covered in terms of the innovation scope. The whole system must operate comprehensively and collaboratively to provide employees with a good innovation environment so that they can always participate in innovation easily anytime, anywhere. In recent years, although many Chinese enterprises have started to set up a total involvement innovation management system mainly based on employees as the innovation subject, it is very difficult to run the system. For example, the intrinsic driving force for employees to participate in innovation is insufficient, the effort of support by organizations is scanty, and innovation management of enterprises lacks comprehensive collaboration. Due to various reasons, enterprises cannot normally and effectively carry out total involvement innovation activities, not to mention achieving good returns from innovation. Total involvement innovation concept has become formalistic in general, and enterprises cannot truly release the innovation energy from their employees. Therefore, how to build total involvement innovation management systems in enterprises so as to allow their development to acquire a gigantic innovation driving force has significant meanings.This paper firstly provides comprehensive discussions on the formation, development and status. Secondly, by choosing Baosteel as the research target, the Kaizen innovation activity executed in Baosteel has been deeply studied and analyzed based on the total involvement innovation management theory and the major issues existing in its current innovation management model has been pointed out. On this basis, the objectives of Baosteel’s total involvement innovation management have been clearly defined and its total involvement innovation management system has been built starting from the five innovation elements, which are strategy, culture, organization, system and technology. Then, the implementation guarantee plan to ensure successful system building and resolutions to potential problems have been provided and the operation impact from the system building has been evaluated. This article finally concludes:to build a total involvement innovation management system, the correlations among various innovation elements must be collaborated properly, comprehensively and systematically, in order to ensure integrity, systematicness and synergy of the system and build the system up in perfect order.
