Since2008, the debt crisis in Europe and America has become increasingly severe. The export targets of export enterprises in Dongguan are mainly enterprises in Europe and America. Under the impact of the financial turmoil, the consumption is shrinking in some of European and American developed countries, which has resulted that orders received by export factories in Dongguan from factories in Europe and America have decreased and the businesses have also generally declined. Many enterprises in Dongguan are facing a crisis of survival and are on the verge of bankruptcy or closedown. The economy of Dongguan is facing a great downward pressure.In the face of slow pace of global economic recovery, slower growth in external demand, rising prices and increasing difficulties in the operation of small and medium enterprises as well as other serious challenges, Dongguan municipal government takes effective measures in a timely manner, increase government investment and increase the pace of infrastructure construction to expand domestic demands. With the great boom of urban infrastructure construction, many construction units have increased demand for engineering cost consulting services, which has brought prosperity to engineering cost consulting industry and also increased the competition between engineering cost consulting enterprises. Dongguan municipal government selects ten cost consulting enterprises every year to review the government-invested projects. The government invests more than10billion yuan every year, so cost consulting enterprises in Dongguan all strive to enter the list of cost consulting units for fiscal capital invested construction projects of Dongguan. To enter on the list of government procurement, it is crucial for the progress, quality and service of review to meet the requirements of relevant review department of the government. The audit of government projects has demanding requirements especially for the progress and quality of review, but the management difficulty of engineering cost consulting firms also lies in the progress and quality of project review. Before using the information management system, Dongguan Integrity Engineering Cost Consulting Firm had a special section office to track the quality and progress every project. As professional opinions vary with individuals, materials sent by construction unit may be found incomplete or design unreasonable in project review, and the project review may run aground, which will result in the delay of review. For government-invested projects, if a review is delayed to a certain extent in progress, relevant department will cancel the company’s qualification of reviewing government-invested projects according to relevant system. Therefore, in order to solve the problem in review progress and quality, leaders of the company, after a careful investigation and research, analyzed the current situation of the company and decided to use information management system.In this paper, with the whole process from making a decision of using information management system to system selection, system use and evaluation of the use of the system as a case, the successful experience of using information management system is analyzed to provide a reference for engineering cost consulting enterprises to successfully carry out information-based management.
